Jupiter Wagons Ltd, a Kolkata-based manufacturer of freight wagons and railway components, has signed a non-binding memorandum of understanding (MoU) with Poland's Pojazdy Szynowe PESA Bydgoszcz S.A. to explore cooperation in passenger rolling stock for India's metro, semi-high-speed, and high-speed rail segments. The agreement was signed during the Polish-Indian Economic Forum in New Delhi and provides a framework for the two companies to explore the development, manufacturing, and deployment of passenger rail vehicles for regional, intercity, and urban transport applications in India and other markets .
The MoU covers three key areas of cooperation: exploring the production of locomotives and metro, regional, and inter-city passenger trains based on PESA technology; joint projects related to railway decarbonisation, including the development of hydrogen-powered vehicles; and the production of components . The agreement is non-binding, meaning it does not confirm any specific manufacturing contract or project award, but it establishes a pathway for deeper collaboration between the Indian manufacturer and the Polish rolling stock specialist .
For Jupiter Wagons, the partnership represents a significant strategic step beyond its established freight wagon business. The company has positioned the move as part of its evolution into an integrated mobility solutions provider, bringing freight and passenger rolling stock, along with critical components, under a single portfolio. Vivek Lohia, Managing Director of Jupiter Wagons, stated that "Indian rail is entering a decisive decade, and the companies that lead it will be those that offer complete solutions rather than individual products" .
PESA, whose roots in Bydgoszcz date back to 1851, designs, manufactures, and maintains passenger rolling stock including metros and trams across Europe. The Polish company brings expertise in passenger rail vehicle engineering and manufacturing, while Jupiter Wagons contributes manufacturing scale, a long track record of supplying Indian Railways and private customers, and integrated capabilities across rolling stock, components, castings, and wheelsets .
PESA CEO Krzysztof Zdziarski described India as "one of the most attractive rail markets in the world," noting that the company had been watching the market for years and now has a partner with whom it can jointly implement projects and deliver vehicles to Indian operators. He indicated that India could become one of PESA's most important markets outside Europe, and described the collaboration with Jupiter Wagons as an important step in the company's international expansion .
The timing of the partnership aligns with a period of significant transformation in India's passenger rail sector. Semi-high-speed trainsets are reshaping intercity travel, the country's first high-speed rail corridor is under development, and metro networks continue to expand across Indian cities. These developments are creating sustained demand for modern, efficient, and comfortable passenger rolling stock, a segment where domestic manufacturing capability has historically been limited .
The MoU also includes a decarbonisation dimension, with the two companies set to explore hydrogen-powered vehicles. Hydrogen technology could be relevant for railway routes where full electrification is technically difficult or economically challenging, and participation in such projects could create opportunities for Jupiter Wagons in emerging rail technologies . The collaboration also envisions component localisation, which could create opportunities for domestic suppliers in precision components such as bogies, wheelsets, and braking equipment .
Analysts noted that the partnership's ultimate impact will depend on execution. The non-binding nature of the MoU means that concrete production plans, confirmed investments, and clarity on which vehicles and components will be manufactured locally remain to be determined. However, the agreement signals Jupiter Wagons' ambition to move up the value chain from freight wagons to higher-technology passenger rolling stock, and PESA's interest in establishing a manufacturing presence in one of the world's fastest-growing rail markets .
Looking ahead, the next milestones will be the development of specific project proposals and the translation of the MoU into binding agreements. For Jupiter Wagons, success in passenger rolling stock would represent a significant diversification from its core freight business and position it as a more complete railway solutions provider. For PESA, the partnership offers a route into the Indian market through a domestic partner with established relationships and manufacturing infrastructure. For India's rail sector, the collaboration could contribute to the government's Make in India vision by bringing advanced passenger rail technology and manufacturing capability into the domestic supply chain .
