NEW DELHI — In an aggressive procedural reform designed to eliminate liquidity lockups for domestic exporters and accelerate cross-border trade velocity across India's hinterland manufacturing belts, the Central Board of Indirect Taxes and Customs (CBIC), Department of Revenue, Ministry of Finance, has officially operationalized an automated real-time disbursal module for Remission of Duties and Taxes on Exported Products (RoDTEP) scrips and Duty Drawback refunds.

Natively integrated into the Indian Customs Electronic Gateway (ICEGATE 2.0) architecture and linked with the Public Financial Management System (PFMS), the statutory upgrade extends instant benefit settlements to multimodal air and rail Export-Import (EXIM) consignments clearing through all inland dry ports, Inland Container Depots (ICDs), and Air Cargo Complexes (ACCs) nationwide.

Historically, hinterland exporters booking outbound consignments through interior ICDs faced substantial administrative lags before realizing statutory export remissions. While maritime gateway ports often processed automated scrolls swiftly, dry-port rail rakes and air-transshipment movements experienced protracted reconciliations. Exporters routinely waited weeks—and in complex multi-modal routings, several months—for physical carrier confirmation scrolls, manual train manifest endorsements, and reconciliation between inland dry ports and coastal exit customs formations before drawback funds or RoDTEP electronic credit ledger scrips were released.

The newly deployed CBIC framework eliminates these systemic delays by establishing an algorithmic, trigger-based execution pipeline synchronized with Indian Railways' Freight Operations Information System (FOIS) and airport airside community networks. Under the updated operational workflow, the moment an outbound freight rake departs the ICD railhead or an airfreight consignment receives automated terminal gate-in verification under tamper-evident electronic seals, the electronic Shipping Bill is algorithmically matched against the outward manifest telemetry.

Once verified against the central Risk Management System (RMS) without triggering compliance anomalies, the ICEGATE platform autonomously generates the Duty Drawback payment scroll and transmits direct electronic credit instructions to the exporter’s validated bank account via PFMS. Simultaneously, admissible RoDTEP duty credits are pushed straight into the exporter's electronic credit ledger on ICEGATE, allowing immediate utilization for basic customs duty discharges or instant transferable scrip monetization.

Senior trade facilitation and customs leadership emphasized that automating incentive disbursals directly at the inland staging stage releases hundreds of crores of rupees in trapped working capital, providing direct cash-flow resilience to export-oriented Micro, Small, and Medium Enterprises (MSMEs), light engineering firms, automotive component makers, and ready-made garment clusters across Punjab, Haryana, Rajasthan, Uttar Pradesh, and Central India.

Field commissionerates and inland dry port custodians across major freight hubs—including ICD Dadri, ICD Ludhiana (Dhandari Kalan), ICD Sanand, and ICD Tughlakabad—have initiated full operational enforcement, backed by dedicated technical support cells to ensure smooth, paperless trade onboarding.

CBIC Integrates Automated Real-Time RoDTEP & Duty Drawback Disbursals for ICD Air and Rail Consignments
Natively integrated into the Indian Customs Electronic Gateway (ICEGATE 2.0) architecture and linked with the Public Financial Management System (PFMS), the statutory upgrade extends instant benefit settlements to multimodal air and rail Export-Import (EXIM) consignments clearing through all inland dry ports, Inland Container Depots (ICDs), and Air Cargo Complexes (ACCs) nationwide.
