Indigenous 1,200-DWT Clean-Fuel Tanker Barge Bridges National Waterway-3 to Deepwater Arabian Sea Anchorages, Providing Zero-Emission Harbor Bunkering and Fresh Water Replenishment Under Harit Nauka Directives

KOCHI — Marking a major technological milestone in India's green marine transition, premier public-sector shipbuilder Cochin Shipyard Limited (CSL) has officially handed over an indigenously engineered 1,200-deadweight tonnage (DWT) hybrid-electric coastal bunker barge to the Inland Waterways Authority of India (IWAI).

The protocol of delivery and acceptance was formally executed at CSL’s marine outfitting quay in Kochi by senior technical directors of Cochin Shipyard and regional directorate executives from the IWAI, in the presence of principal surveyors from the Indian Register of Shipping (IRS).

The vessel represents the lead unit of a dedicated clean-fuel supply series commissioned under the Ministry of Ports, Shipping and Waterways’ (MoPSW) Harit Nauka green inland vessel framework and the Maritime Amrit Kaal Vision 2047 decarbonization roadmap. Engineered to operate across estuarine river mouths, national waterways, and sheltered coastal anchorages, the vessel delivers compliant marine distillates, clean biofuels, and treated fresh water directly to calling merchant vessels without generating toxic harbor smoke or localized greenhouse emissions.

Advanced Hybrid Energy Storage and Powertrain Architecture

Built in strict compliance with the statutory provisions of the Inland Vessels (IV) Act and certified under IRS classification rules with specialized battery-propulsion notations, the bunker barge incorporates cutting-edge power management and dual-fuel auxiliary architecture:

  • Containerized Marine Battery Energy Storage System (BESS): The vessel is equipped with a 1.8-megawatt-hour (MWh) containerized Lithium Iron Phosphate (LFP) marine battery installation. The high-safety LFP chemistry provides thermal run-away protection, delivering up to six hours of continuous zero-emission cruising and dynamic maneuvering on pure electric propulsion during inner-harbor and canal transits.

  • Low-Emission Auxiliary Biofuel Generation: For extended outer-fairway runs and deep-anchorage operations, the battery bank is supported by twin electronically managed marine auxiliary generator engines capable of running on neat biodiesel (B100) and low-sulfur marine gas oil (LSMGO), functioning as an efficient range extender.

  • Permanent-Magnet Electric Azimuth Thrusters: Maneuvering is driven by twin 360-degree rotatable electric azimuth pod drives. The system delivers precise vectoring thrust, allowing the barge to execute pinpoint side-stepping, pivot turns, and dynamic positioning alongside ultra-large container ships, tankers, and bulk carriers in high-current tidal zones without requiring tug assistance.

  • Rapid Shore-to-Ship Cold-Ironing Recharging: The vessel integrates a heavy-duty DC high-voltage automated shore connection (HVSC) umbilical interface, allowing onboard battery banks to achieve an 80% state of charge (SOC) within 45 minutes at designated terminal charging quays.

Specialized Double-Hull Pumping and Metering Systems

Designed to eliminate fuel transfer losses and ensure complete compliance with international maritime environmental codes, the cargo deck layout incorporates advanced liquid transfer systems:

  • Segregated Multi-Grade Liquid Holds: Constructed with a double hull and double bottom, the barge features independent coated cargo tanks capable of carrying 850 metric tonnes of low-sulfur marine distillates/biofuels alongside 350 metric tonnes of high-purity potabilized fresh water.

  • Coriolis Mass Flow Metering (MFM): To eliminate commercial quantity disputes and volumetric temperature variances, each discharge line is fitted with class-certified Coriolis mass flow meters. The meters transmit tamper-evident real-time mass, density, and temperature data directly to vessel computers.

  • Electronic Bunker Delivery Notes (e-BDN): The metering system connects via satellite and private 5G telemetry directly into national customs single windows and port community networks, automatically generating cryptographically signed e-BDNs upon hose disconnection to accelerate departure clearances.

  • Vapor Recovery and Dry-Break Couplings: Cargo manifolds are equipped with high-pressure vapor recovery lines and emergency breakaway couplings with automatic dry-disconnect valves, eliminating volatile organic compound (VOC) emissions and preventing environmental spills during ship-to-ship (STS) bunkering operations.

Operational Profile Across National Waterway-3 and Kochi Outer Roadstead

The delivery addresses a structural logistics deficit across the peninsular maritime corridor:

  • NW-3 Industrial Bypass: Operating along National Waterway-3 (the West Coast Canal system spanning Kottapuram to Kollam via Kochi), the shallow-draft vessel navigates low-clearance bridges and estuarine channels with an operational draft of just 2.4 meters, linking inland industrial tank farms and biorefineries directly to coastal shipping hubs.

  • Inner-Basin and Offshore Replenishment: The barge will service merchant container vessels calling at the Vallarpadam International Container Transshipment Terminal (ICTT), crude tankers at the Cochin Oil Terminal (COT), and commercial vessels anchored in the outer fairway, eliminating the need for international ships to undergo fuel-devoted inner berths.

  • Acoustic and Environmental Preservation: Silent battery operations significantly reduce underwater acoustic radiation and eliminate engine vibrations, protecting sensitive aquatic biodiversity along Kerala’s estuarine backwaters.

Strategic Industry Leadership and Scaled Adoption

Speaking during the post-delivery review at Willingdon Island, senior leadership from Cochin Shipyard and the Inland Waterways Authority of India emphasized the wider implications of the vessel's induction:

"Transitioning our harbor support infrastructure to electric and hybrid propulsion is essential if Indian ports are to achieve international net-zero benchmarks. This 1,200-DWT hybrid-electric bunker barge demonstrates that clean propulsion can be seamlessly merged with heavy industrial cargo operations. By building and delivering this vessel indigenously, Cochin Shipyard has validated an adaptable, IRS-certified engineering platform capable of serving every major port and inland waterway network across the subcontinent."

IWAI confirmed that following initial route integration exercises and crew familiarization across the Cochin Port trust waters, the hybrid-electric bunker barge will commence scheduled commercial bunkering rotations early next month, serving as the operational template for upcoming clean-fuel barge procurements blueprinted for National Waterway-1 and National Waterway-2.
