Establishing an Arabian Sea Energy Transshipment Safety Valve Outside Sensitive Chokepoints
DUQM — In a major expansion of Oman's marine bunkering and energy logistics infrastructure, the Port of Duqm Authority, in coordination with the Asyad Group and the Special Economic Zone at Duqm (SEZAD), has formally commissioned a dedicated, deepwater Offshore Ship-to-Ship (STS) Transfer and Lightering Anchorage.
Positioned directly along open Arabian Sea waters, the newly designated offshore zone is engineered to provide international crude operators, product tanker pools, and global commodity trading desks with a secure, high-capacity liquid transfer hub that completely bypasses the Strait of Hormuz.
Historically, energy transshipments, cargo parcel consolidation, and product lightering in the region were heavily clustered inside the Persian Gulf or concentrated around upper Gulf of Oman anchorages.
Amid sustained navigational friction, volatile additional war-risk premiums, and congested queuing at traditional bunker gates, the Port of Duqm's offshore facility provides energy charterers with an agile, low-risk alternative backed by deep natural bathymetry.
Technical Architecture, Marine Safety & Operational Parameters
The offshore lighterage zone covers a sheltered maritime perimeter designed to accommodate high-volume transfers under stringent environmental oversight:
Deep Natural Drafts for VLCC Hulls: Boasting natural ocean depths exceeding 22 to 26 meters, the designated anchorage allows fully laden Very Large Crude Carriers (VLCCs) and Ultra Large Crude Carriers (ULCCs) of up to 320,000 DWT to moor alongside feeder product tankers without draft or tidal restrictions.
Rapid-Response Spill Containment & Emergency Support: The offshore perimeter is continuously patrolled by high-bollard-pull escort tugs equipped with Class-1 firefighting capabilities, dynamic containment booms, and skimming vessels capable of immediate deployment.
High-Throughput Marine Transfer Fendering: Dedicated support vessels supply pneumatic Yokohama fenders, high-rate flexible transfer hoses, and automated vapor balancing arrays, enabling transfer pumping rates of up to 6,000 cubic meters per hour while curbing volatile organic compound (VOC) emissions.
Digital Vessel Vetting & AIS Integration: Tankers scheduling STS operations are pre-screened through Duqm’s single-window marine operations portal, ensuring rigorous verification of OCIMF (Oil Companies International Marine Forum) guidelines, P&I Club insurance covers, and double-hull compliance before entering the mooring grid.
Strategic Commercial Significance for Global Energy Flows
The commissioning of the deepwater STS anchorage directly supports the broader industrial ecosystem developing around the Duqm refinery and petrochemical complex:
Securing Eastbound Crude Conduits: Sourcing desks routing crude and condensate toward primary refining centers across India, China, and Southeast Asia can aggregate parcels onto mega-tankers without incurring the time penalties of entering the inner Gulf.
Expanding Clean Product Exports: Refined ultra-low sulfur diesel (ULSD) and aviation fuels produced at regional complexes can be swiftly transferred to long-haul clean product tankers targeting European and African distribution markets.
Integrated Marine Services: Vessels executing cargo lighterage can simultaneously take on marine fuel bunkering, fresh provisions, technical spare parts, and crew transfers coordinated directly through the Port of Duqm’s logistics base.
Speaking during the operational commissioning at the port's marine control tower, senior officials from the Port of Duqm stated:
"The activation of our deepwater offshore STS anchorage marks a pivotal enhancement to Duqm’s maritime capabilities. By providing international tanker operators with a sheltered, deep-draft lightering haven directly on the Arabian Sea, we are removing major operational friction points from global energy routes. Duqm offers the draft, safety standards, and strategic geographic positioning necessary to ensure international hydrocarbon supply lines move without disruption."
Commercial Rollout and Initial Fixtures
Terminal operations confirmed that the first commercial STS lightering fixture—a cross-transfer of refined middle distillates between an Aframax carrier and a long-haul Suezmax tanker—was completed successfully under live telemetry monitoring. The authority plans to expand the permanent anchorage footprint to accommodate multiple simultaneous dual-vessel mooring spreads over the coming months.
