Chidambaranar (VOC) Port Authority in Thoothukudi, Tamil Nadu, has formalized strategic Memorandums of Understanding (MoUs) to secure institutional financing arrangements of up to ₹15,000 crore for its flagship Outer Harbour Development Project. The landmark agreements pave the way for deepwater berth construction, extensive breakwater development, capital dredging, and land reclamation under the Hybrid Annuity Model (HAM).</p><h3 data-path-to-node="4"><b data-path-to-node="4" data-index-in-node="0">Landmark Tripartite Financing Framework</b></h3><p data-path-to-node="5">Under the primary agreement, VOC Port has entered into a tripartite MoU with state-backed financial institutions—Indian Railway Finance Corporation Limited (IRFC) and Sagarmala Finance Corporation Limited (SMFCL). The financial consortium will explore joint funding mechanisms and capital structuring options to catalyze project execution and lower long-term debt servicing costs.</p><p data-path-to-node="6">The Outer Harbour Expansion is engineered to transform VOC Port from a feeder-dependent gateway into a world-class deep-draft container transshipment hub. Key capital allocations under the expansion roadmap include:</p><ul data-path-to-node="7"><li><p data-path-to-node="7,0,0"><b data-path-to-node="7,0,0" data-index-in-node="0">Capital Dredging & Reclamation:</b> Deepening the approach channel and harbour basin to accommodate next-generation Ultra-Large Container Vessels (ULCVs) with drafts exceeding 16 meters.</p></li><li><p data-path-to-node="7,1,0"><b data-path-to-node="7,1,0" data-index-in-node="0">Marine Breakwater & Bund Construction:</b> Erecting extensive offshore breakwaters to protect active berths from open-sea swell volatility and preserve year-round operational stability.</p></li><li><p data-path-to-node="7,2,0"><b data-path-to-node="7,2,0" data-index-in-node="0">Mega Container Terminals:</b> Establishing modern quayside container terminals equipped with high-speed automated ship-to-shore (STS) quay cranes and automated stacking yards.</p></li></ul><h3 data-path-to-node="9"><b data-path-to-node="9" data-index-in-node="0">Strategic Alignment with National Port-Led Growth Plans</b></h3><p data-path-to-node="10">Senior officials from the Union Ministry of Ports, Shipping and Waterways highlighted that the ₹15,000-crore financing model directly supports the objectives of the <b data-path-to-node="10" data-index-in-node="165">PM Gati Shakti National Master Plan</b> and the <b data-path-to-node="10" data-index-in-node="209">Maritime India Vision 2030</b>. Formed as a national joint venture bringing together the Shipping Corporation of India (SCI), Container Corporation of India (CONCOR), Sagarmala Finance, and major port authorities, BCSL aims to acquire, own, and lease container vessels to build indigenous ocean carrier capacity.</p><p data-path-to-node="15">The dual initiatives position VOC Port as a cornerstone of India's <b data-path-to-node="15" data-index-in-node="67">Maritime Amrit Kaal 2047</b> vision, establishing resilient subcontinental supply chain networks and boosting EXIM trade competitiveness across East-West global corridors.</p>
