The contract officially hands over Cluster-1 of the historic Indira Dock comprising a vital network of 10 primary cargo berths to the private operator for an initial 10-year term, with an option to extend for an additional five years.</p><p data-path-to-node="3">The contract was finalized following J M Baxi’s successful high royalty bid of ₹153.44 per metric tonne during a competitive asset monetization tender.</p><h3 data-path-to-node="5"><b data-path-to-node="5" data-index-in-node="0">Reviving Break-Bulk Capacity and Operations at Indira Dock</b></h3><p data-path-to-node="6">The strategic partnership marks a major outsourcing contract finalized by the state-owned port authority to check declining cargo handling volumes caused by labor shortages and infrastructure limits:</p><ul data-path-to-node="7"><li><p data-path-to-node="7,0,0"><b data-path-to-node="7,0,0" data-index-in-node="0">Assigned Assets:</b> Under the Cluster-1 agreement, J M Baxi takes total operational charge of critical waterfront segments including the Ballard Pier Station (BPS), Ballard Pier Extension (BPX), Harbour Wall berths 18 to 21 and 23, alongside Berths 1, 2, and 3 within the Indira Dock Basin.</p></li><li><p data-path-to-node="7,1,0"><b data-path-to-node="7,1,0" data-index-in-node="0">Integrated Scope:</b> The operator will independently handle end-to-end cargo logistics, including stevedoring, quay handling, vessel loading/unloading, internal dock yard transportation, and open/shed storage management.</p></li><li><p data-path-to-node="7,2,0"><b data-path-to-node="7,2,0" data-index-in-node="0">Tariff Autonomy:</b> While vessel-related charges and basic wharfage will continue to accrue directly to the Mumbai Port Authority, J M Baxi is authorized to collect market-driven shore handling, demurrage, and value-added service fees up to the port's mandated Scale of Rates (SoR).</p></li></ul>
