<p data-path-to-node="2">Driving a major expansion of India's coastal manufacturing and supply chain infrastructure, the Union Government has granted in-principle approvals for two new multi-sector Special Economic Zones (SEZs) in Gujarat. Promoted by Essar Power Ltd and Arham SEZ (I) Pvt Ltd, the greenfield projects are projected to generate over ₹27,600 crore in cumulative export trade and create nearly 10,000 regional jobs over the next five years.</p><p data-path-to-node="3">The strategic clearances are aimed at strengthening manufacturing and logistical frameworks near the state's major deepwater maritime gateways.</p><h3 data-path-to-node="5"><b data-path-to-node="5" data-index-in-node="0">Breaking Down the Corporate Investment Blueprint</b></h3><p data-path-to-node="6">According to data released by Dnyaneshwar B. Patil, Zonal Development Commissioner for SEZs, the initial authorizations are valid for one year before final formal notifications are issued. The corporate structures are divided as follows:</p><ul data-path-to-node="7"><li><p data-path-to-node="7,0,0"><b data-path-to-node="7,0,0" data-index-in-node="0">Essar Power’s Alternative Energy Hub:</b> Approved for a 56.65-hectare site at Kajurda village in the Devbhumi Dwarka district. Holding an initial capital commitment of ₹50 crore, the site is projected to achieve ₹17,629 crore in export volumes while adding 894 direct and indirect jobs over a five-year horizon. The facility will focus on building a specialized bio-fuel complex engineered for manufacturing Aviation Turbine Fuel (ATF) and next-generation green fuels.</p></li><li><p data-path-to-node="7,1,0"><b data-path-to-node="7,1,0" data-index-in-node="0">Arham’s Free-Trade Warehousing Zone (FTWZ):</b> Secured initial clearance for a 94.19-hectare development at Vadala, located adjacent to the major maritime hub at Mundra Port in the Kutch district. Backed by an investment of ₹230 crore, the project is designed to capture up to ₹10,000 crore in export services and add roughly 9,000 jobs to the regional logistics workforce within five years.</p></li></ul><h3 data-path-to-node="9"><b data-path-to-node="9" data-index-in-node="0">Gujarat Solidifies Lead with 21% Share of National SEZ Shipments</b></h3><p data-path-to-node="10">The newly cleared projects leverage a highly robust economic framework. Currently, Gujarat’s 24 operational SEZs function as an essential manufacturing engine, driving 21% of India’s total aggregate SEZ export volumes.</p><p data-path-to-node="11">Long-term structural performance data highlights this steady trajectory. Total outbound trade from the state's active special economic zones rose from ₹1.79 lakh crore in FY15 to a substantial ₹3 lakh crore in FY26, marking a 67% increase. Concurrently, infrastructure investments inside the zones expanded from ₹1.22 lakh crore to ₹2.28 lakh crore, while the associated workforce grew more than threefold surging from 63,000 to over 2.22 lakh employees.</p><p data-path-to-node="12">Detailing the administrative direction for these economic hubs, Zonal Development Commissioner Patil stated:</p><blockquote data-path-to-node="13"><p data-path-to-node="13,0">"Our focus is to increase employment generation through SEZs by 10-20 per cent every year. We are trying to give more thrust to the manufacturing sector as it is required for employment generation."</p></blockquote><h3 data-path-to-node="15"><b data-path-to-node="15" data-index-in-node="0">A Structural Divergence: High-Tech Gains vs. Textile Friction</b></h3><p data-path-to-node="16">The ongoing industrial diversification across Gujarat's industrial zones highlights a clear shift toward capital-intensive manufacturing. Earlier this year, the state government successfully designated specialized high-tech semiconductor plants promoted by global consortia including Micron, CG Semi, Kaynes Semicon, and Tata Electronics as captive SEZs. Large parcels of ready-to-allot industrial land remain open to absorb this momentum, including 3,514 hectares inside the Adani Ports and Special Economic Zone (APSEZ), alongside plots in Aqualine SEZ, GIDC Gandhinagar Electronics Park, and Aspen SEZ.</p><p data-path-to-node="17">However, this industrial expansion is not uniform across all product lines. While engineering, advanced energy, and electronics continue to capture major global capital, the state's traditional, export-driven textile SEZ units are navigating distinct structural margins and weak international demand.</p><p data-path-to-node="18">To optimize land utilization, authorities have formally commenced the de-notification process for under-utilized plots at the Surat Apparel Park SEZ in Sachin and are actively evaluating a proposal for a partial de-notification at the Ahmedabad Apparel Park SEZ.</p>
